Are you talking about the printing costs or the design costs of producing the artwork?
If you supply the print shop with print-ready artwork (usually prepared by a professional or someone that knows Photoshop/Illustrator) then the print cost is usually the cost of the t-shirt plus a couple dollars – so somewhere from about $7 up to about $15 for a regular t-shirt with up to 3 different colours. Some places will charge you for the “screens” separately (about $10-15 for each colour used) and others just roll it into the per-shirt cost. Depends on quantity, too. More shirts = Less cost per shirt.
If you’re looking to PRODUCE artwork for a t-shirt, that is a whole other ballgame. You generally don’t print full-colour images on a t-shirt as it’s very expensive and to be honest it usually doesn’t look as nice. Most t-shirts are silk-screened, which means each ink is printed one at a time. Use a program like Adobe Illustrator or Photoshop to produce the artwork in layers of colour. Getting a professional to create the file usually means a cleaner, more print-friendly image. This can cost you very little or quite a lot, depending on the design.
